Any regulation of rule made under section 28 or section 29 3(may direct that a person contravening such regulation or rule shall be punishable, in the case of a first offence, with fine which may extend to one hundred rupees and in the case of any sub-sequent offence, with fine which may extend to one thousand rupees.
