Authority Duties Powers
Central Govt. To determine the extent of the act and to make rules to give effect to the Act To extend the act to any establishments, to give directions to the State Government and the Corporation, and to make rules under the Act
State Govt. To implement the provisions of the Act in the State To extend the act to any establishments in the State, and make rules with regard to the areas specified in Section 96, after consultation with the corporation.
Employees State Insurance Corporation. Established by the Central Government for the administration of the Employees' State Insurance Scheme, and to promote measures for the improvement of the health and welfare of insured persons To promote measures for the improvement of the health and welfare of insured persons, to make regulations for the administration of the Corporation and to carry out the provisions of the Act.
Standing Committee To administer the ESI corporation and carry out its duties To administer the affairs of and exercise the powers of the ESI corporation, and to submit cases and matters for the decision of the Corporation
Medical Benefit Council To advise the Corporation and the Standing Committee on matters relating to the administration of medical benefit, the certification for purposes of the grant of benefits and other connected matters To carry out such powers and duties of investigation as may be prescribed in relation to complaints against medical practitioners in connection with medical treatment and attendance
Regional and Local Boards, Committees and Councils Regional Boards, Local Committees and Regional and Local Medical Benefit Councils are appointed by the Corporation to assist in the implementation of the Act Such powers and functions as may be provided by the regulations
Inspector To implement and enforce the provisions of the Act Call for information, enter any premises at a reasonable time, examine accounts, books and other documents, examine any person, and make copies of or take extracts from ant document
Recovery Officer An officer authorised by the Central or State Government to recover dues from Employers On receipt of a certificate from an authorised officer, to recover amounts due from the employer
Employees Insurance Court To decide on disputes and claims arising out of the Act Adjudication of disputes & claims relating to the Act
